On May 13, 2016 at the premises of the National Agency of Ukraine on Civil Service the International Applied Research Conference: "Preparing for the Civil Service as a Mechanism for the Civil Service as the Mechanism of Administrative Elite Formation was held.
The event was organized at the initiative of Ukrainian non-governmental organization "Ukrainian Association" Cadet Community", together with the National Agency of Ukraine on Civil Service and the Center for Adaptation of the Civil Service to the Standards of the European Union, with the support of the NATO-Ukraine Programme for the Professional Development of Civilian Personnel of Security and Defense Sector.
The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko welcomed the participants and stressed on the importance of forming a new administrative elite as an important component of the public administration modernization in the context of European integration.
Besides, the welcoming speeches were also made by Head of the Department for National Security and Defense Affairs of the Presidential Administration Oleksiy Pokotylo , Head of NATO-Ukraine Programme for the Professional Development of Civilian Personnel of Security and Defense Sector Ove Urup-Madsen and the Head of the Council of the Ukrainian Association “Cadet Community” Volodymyr Chepovyi.
Within the framework of the conference different points of view on the formation of the system of military-patriotic education through the development of infrastructure of military schools and lyceums with increased military and physical training and formation of the leadership qualities and commitment of serving the Ukrainian people were exchanged.
In particular, the Head of the national-patriotic education of the Ministry of Youth and Sports of Ukraine Mykola Liakhovych, drew attention to the importance of national-patriotic education of youth.
Director of G.S. Kostiuk Institute of Psychology, NAPS of Ukraine Serhii Maksymenko revealed the psychological characteristics of professional skills required for the formation of the national elite.
Director of the Foreign Intelligence Service of Ukraine Ihor Hlova drew attention to the importance of forming a continuous education system for patriotic of young people and involving lyceum pupils to continue their studies in specialized educational institutions.
Practical aspects of functioning of military lyceums and lyceums with high military and physical training revealed by the example of Sumy State Boarding School with intensive military and physical training Yurii Svidlov, head of "I. Kharitonenko Cadet Corps"
Following the results of the conference the participants reached an agreement with the next steps in building the institutional capacity of military lyceums and lyceums with intensive military and physical training, further development of the legal functioning of professional educational institutions.
