On July 19, 2016 at the premises of the State Fiscal Service of Ukraine the second meeting of the Steering Committee on «Support to the State Fiscal Service of Ukraine in reinforcing IBM elements in the area of customs matters" was held.
The project is implemented by the State Fiscal Service of Ukraine together with the Germany Federal Ministry of Finance, Customs Service under the Ministry of Finance of the Republic of Poland and Customs Department under the Ministry of Finance of the Republic of Lithuania.
The goal of the project is to establish a basis for effective customs management and integrity in Ukraine based on IBM principles.
The Head of the State Fiscal Service of Ukraine and BC Project Leader from Ukraine Roman Nasirov greeted the participants of the meeting, underlined the importance of the Twinning project implementation for the purposes of the EU-Ukraine Association Agreement and presented the main achievements of the project during the second reporting period. Filling up the aforesaid, a representative of the State Border Guard Service of Ukraine Myroslav Prodan noted a significant contribution of the project partners from countries participating in the consortium within the framework of the project implementation that will contribute to the protection of borders, cross-border crime reduction, trade facilitation and fighting corruption.
In return, the MS Project Leader Rainer Brussels emphasized the timely and effective implementation of the project during the reporting period, which leads to the formation of an effective vision for the future steps and areas of activities in the context of achieving the required results of the project.
The RTA Detlef Szesny presented a quarterly project report to the members of the Steering Committee outlining the main measures occurred during the reporting period under three components. In particular the 11 measures, 18 missions, and 4 study visits, in which were involved 26 experts from EU member states. It was drawn up a catalogue of measures including the following urgent recommendations:
• procedural rules for the protection of personal data should be drawn up;
• the function of a data protection officer, who is not bound by instructions, should be created;
• records / documents of processing activities regarding personal data should be drawn up and developed;
• to publish the catalogue of measures as working instructions in the fiscal administration.
It was also mentioned that the overall project progress is positive, because all measures take place in accordance with the plan, and furthermore the main goals outlined in the Twinning-contract and which are the basis for carrying out future missions and activities were successfully achieved.
From the Center for Adaptation of the Civil Service the meeting was attended by the PAO Project Manager Alla Domaskina.
For reference: since 2005 according to the Decree of the President of Ukraine dated on October 6, 2005 № 1424/2005 «The Issue on the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is considered to be the national coordinator of the institutional building instrument TAIEX and CIB Programme according to the relevant regulatory acts. For the purpose of the Twinning, TAIEX and CIB appropriate coordination was created the Twinning Programme Administration office in Ukraine which functions are executed by the Center for Adaptation of the Civil Service to the standards of the European Union.
