THE EIGHTH ANNUAL RICHELIEU ACADEMIC READINGS STARTED

On September 22, 2016 in Odessa got started the Eighth annual Richelieu academic readings: “Current Issues of Implementation of the New Civil Service Legislation”.

The event was organized by the National Agency of Ukraine on Civil Service, the National Academy for Public Administration under the President of Ukraine and the Center for Adaptation of the Civil Service to the Standards of the European Union together with the Odessa City Council within the framework of the Working Group (Panel) “Public Administration Reform” of the Thematic Platform “Democracy, Good Governance and Stability” of the EU initiative “Eastern Partnership”.

The goal of the event is the discussion of current issues of public administration and civil service reform based on European principles for public administration.

The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko opened Richelieu academic readings and delivered a welcoming speech.

Welcoming speech to participants also appealed the Deputy Head of the Secretariat of Verkhovna Rada of Ukraine Olexandr Martynenko, Deputy Minister of the Cabinet of Ministers of Ukraine Volodymyr Fedorchuk, Odessa City Mayor Gennadii Trukhanov, Head of the Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine Mykola Izha, Member of the Public Council of the Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine, People’s Deputy of Ukraine of the 3rd, 6th and 7th convocation, Head of the Odessa Regional State Administration from May, 26 1998 till February, 3 2005 Serhii Hrynevetskyi, Head of the Civil Service of the Republic of Poland Dobroslaw Dowiat-Urbański, Chairman of the Civil Service Commission under the President of the Republic of Azerbaija Bahram Khalilov and international expert in Human resources management of the National School of Administration in France (ENA) Jacques Roudiere.

A key theme of the plenary session was the issue of building an effective system of HR management in civil service and professional training of civil servants in the context of public administration reform.

Special attention in speeches was paid to the bulding a professional, politically impartial and responsible institute of civil service based on the principles of good governance and best practices of the EU Member States, its transformation into the effective instrument of continuous and sustainable development. Another important topic of the discussion was the strengthening the role of higher education institutions in training professional personnel for the state authorities.

After the plenary session during the work in three sections the experts and practitioners discussed the key trends and the best practices of civil service reform in Eastern Partnership countries, directions of improvement of HR management in state authorities, as well as current issues of Master’s training of civil servants in ”Public Management and Administration”. Moreover, within the framework of the third section was discussed the draft Strategy of Professional Development and Advanced Training for Civil Servants and Local government Officials in the Area of European and Euro-Atlantic Integration till 2020.

Representatives of central government authorities and higher educational institutions of Eastern Partnership countries, representatives of the EU Member States and international organizations, officials of the Presidential Administration of Ukraine, SecretariatoftheCabinetofMinistersofUkraine, Secretariat of the Verkhovna Rada of Ukraine, Odessa City Council, heads of HR management units in ministries, other central executive authorities, representatives of higher educational institutions that provide professional training for Master’s degree in ”Public Management and Administration”, centers of retraining and advanced training of representatives of state authorities, local government authorities, public enterprises, institutions and organizations participate in this event.
