Working Meeting with the Participation of the World Bank Representatives

On October 17–21, 2016 with the regular visit to Ukraine the expert mission of the World Bank was held.

Within the framework of the expert mission and for the purpose of effective implementation of the Law of Ukraine “On Civil Service” as of December 10, 2015 No 889-VIII and the Strategy of Public Administration Reform in Ukraine for 2016–2020, approved by the Resolution of the Cabinet of Ministers of Ukraine “Some Issues of Public Administration Reform of Ukraine” as of June 24, 2016 No 474-r, on October 18, 2016 at the premises of the National Agency of Ukraine on Civil Service (hereinafter — the NAUCS) a working meeting with the representatives of the World Bank was held. During the event the issue of preparation and realization of the European Union project concerning the implementation of the Personnel Management Information System for Public Authorities of Ukraine (hereinafter — PMISPA) was discussed.

Representatives of the World Bank Svitlana Proskurovska, Roman Binder and Iryna Shcherbyna reviewed the basic approaches to the PMISPA development and implementation, and in conjunction with the participants of the working meeting discussed subsequent steps of the EU project implementation, that will be realized by the World Bank.

On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union Director Maryna Kanavets, the First Deputy Director Yulіa Lykhach, Head of the Unit of Informatization Projects, Software and Technical Support Yurii Shchepotko, and Deputy Head of the Resource Management, Operation and Development Unit Roman Yaremenko took part in the event.

On behalf of the NAUCS the Head of Resource Support and Information Technology Department Yevhen Kovaliov, Head of Finance and Accounting Department Tetiana Тokarchuk and Head of Department on Strategic Planning and Policy Analysis Halyna Balkovenko attended the meeting.

Representatives of the Delegation of the European Union to Ukraine, Government Office for European and Euro-Atlantic Integration, Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Social Policy of Ukraine, Ministry of Finance of Ukraine, Ministry of Justice of Ukraine, State Agency for E-Governance in Ukraine also took part in the event.

the World Bank is the second largest creditor of Ukraine among international financial institutions after the IMF. Resources of the organization used to support the state budget, the implementation of institutional and structural reforms, preparation and implementation of long-term investment projects that meet the priority directions of economic development of Ukraine.

Cooperation with the World Bank is based on Partnership Strategy for Ukraine for 2012–2016, adopted in February, 2012; the Strategy is  aimed at providing assistance to the Government in implementing the program of economic reforms and integration with the EU.
