Working Meeting on Improving the Process of Raising the Level of English Language Proficiency

On November 09, 2016 at the premises of the National Agency of Ukraine on Civil Service (hereinafter — the NAUCS) the working meeting headed by the Deputy Head of the NAUCS Andrii Zabolotnyi with the participation of representatives of Aparatus of the NSDC of Ukraine, Ministry of Foreign Affairs of Ukraine, Ministry of Defense of Ukraine, educational institutions and government organizations, which are engaged in professional development of civil servants was held. Deputy Minister of Youth and Sports of Ukraine on European Integration Mykola Movchan also took part in the event.

The meeting was organized according to the point 1.3. of the Minutes of the Second Meeting of the Commission on Coordination of Euro-Atlantic Integration of Ukraine in order to determine options for improving the process of raising the level of English language proficiency within the framework of NATO–Ukraine Programme for Professional Development of the Civilian Personnel of Security and Defense Sector (hereinafter — the Programme).

Andrii Zabolotnyi in his welcoming speech underlined the importance of further professionalization of civil servants of security and defense sector, in particular professional development of English language proficiency.

Thereafter, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets informed participants on the current state of language training courses implementation in 2016.

During the event all the participants discussed information, provided by the Programme Manager Ove Urup-Madsen concerning increasing the efficiency of language training organization as well as prepared proposals on further steps aiming at improvement of the process of raising the level of English language proficiency.

The NATO–Ukraine Programme for Professional Development of the Civilian Personnel of Security and Defense Sector is the instrument which is intended to support reforms in Ukraine through professional training of civilian experts of security and defense sector who would be able to contribute to the effective functioning of the Security and Defense Policy.

According to the Regulation of the Commission for Coordination of Euro-Atlantic Integration of Ukraine approved by the Decree of the President of Ukraine “Coordination Euro-Atlantic integration of Ukraine” as of July 8, 2016 No 296/2016, the National Agency of Ukraine on Civil Service is defined as the national coordinator for the Programme implementation.
