On November 7–11, 2016 a regular mission of European experts of SIGMA Programme with the participation of Senior Adviser on Public Service and Human Resource Management of the Republic of Poland Wojciech Zielinski took place.

On November 8, 2016 within the framework of the expert mission the working meeting was held in order to discuss the project concept of the Staffing Forms Reform with other additional documents as well as to define common approaches of Public Administration Reform implementation

Furthermore, the draft SIGMA Work Plan for January, 2017 – June, 2018 was discussed.

Representatives of SIGMA programme, the National Agency of Ukraine on Civil Service, the Center for Adaptation of the Civil Service took part in the event.

SIGMA programme (Support for Improvement in Governance and Management) — is considered to be one of the most prestigious analytical centers of the European Union. It was organized with the initiative of the Organization of Economic Cooperation and Development and the European Union. The goal of the programme establishment is to support countries of the Central and Eastern Europe in improving the system of public administration.

Support of the SIGMA programme in the area of modernization of public administration can be carried out by means of:

•           administrative structures analysis;

•           development and implementation of administrative system reforms;

•           analysis of the draft laws and programmes suggested;

•           training organization and information;

•           preparation of technical assistance action plans.
