On January 30 - February 3, 2017 the working visit of the EU Advisory Team on Public Administration Reform Implementation takes place in Ukraine.
On January 1, 2017 at the premises of the National Agency of Ukraine on Civil Service within the framework of the working visit the session on the reform area ”Civil Service and Human Resource Management” was held.
The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko in his opening speech underlined that for effective implementation the Law of Ukraine ”On Civil Service“ as of December 10, 2015 № 889-VIII, the fruitful cooperation with the ministries and government authorities was ensured. In particular, the Human Resource Services were established in government authorities, the system for open competitive selection for civil service positions was introduced, the activity of the Senior Civil Service Commission was provided. Thus, since May 1, 2016 more than 2500 competitions at all levels of governance with the participation of almost 35 000 people have been conducted.
The Head of the National Agency of Ukraine on Civil Service also pointed out that the current issue for measurement the integrity of candidates for civil service positions was of vital importance as far as the integrity was one of the principles of civil service.
Expert of the EC Support Group for Ukraine Frank Paul in his speech expressed readiness to support Ukraine on the way of civil service reform and implementation of the Strategy for Public Administration Reform in Ukraine for 2016-2020 .
Expert of the Public Administration Reform Advisory Team Gregor Virant presented the main results of the EU Advisory Team activity as well as determined two main objectives: civil service reform and implementation of the Reform Staff Positions Concept.
Furthermore, during the meeting the amendments to the Law of Ukraine “On Civil Service” and key reform priorities to be covered by the Reform Staff Positions Concept were discussed.
Experts of the Public Administration Reform Advisory Team Ansi Shundi and Ugis Sics,
representatives of the Delegation of the European Union to Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Economic Development and Trade of Ukrainе, Ministry of Social Policy of Ukraine, Ministry of Finance of Ukraine, Ministry of Justice of Ukraine, State Statistics Service of Ukraine, National Agency of Ukraine on Civil Service and the Center for Adaptation of the Civil Service to the Standards of the European Union took part in the working meeting.
For reference: EU Advisory Team on Public Administration Reform Implementation was established with the assistance of the EU Delegation to Ukraine and the European Commission to support the Cabinet of Ministers of Ukraine in development of the Strategy for Public Administration Reform in Ukraine for 2016-2020; it is composed of high-level European experts in the area of public administration.
