On February 21, 2017 at the premises of the Ministry for Regional Development, Building and Housing and Communal Services of Ukraine (Minregion) the Fourth Steering Committee Meeting of the Twinning Project “Introduction of a Management System of Waste of Electrical and Electronic Equipment (WEEE) in Ukraine” was held.
The Project is implemented in joint cooperation with the Environment Agency Austria, the International Bureau on Water of France and the Regional Ministry of Environment of Spain.
The goal of the project is the gradual harmonization of Ukraine waste management system with the EU standards by implementing an effective, long-term system of household waste, including in the area of waste electronic and electrical equipment as well as used batteries.
Deputy Minister, BC Project Leader Eduard Krugliak in his opening speech underlined the main project achievements, including the development of functional model system of waste electrical and electronic equipment (WEEE) and batteries as well as preparing the draft of National Waste Management Strategy, batteries and accumulators that promote to formation of effective legislation in this area. Furthermore it was stressed on importance of consulting civil organizations on the regiment of extended producer responsibility and the role of municipalities in the collection of such waste.
RTA Elina Velinova Stoyanova-Lazarova presented to the participants the quarterly project report, outlined the main activities that were realized during the reporting period. Therewith the key recommendations for effective project implementation were determined and planned activities for the next reporting period were outlined.
MS Project Leader Johannes Mayer stressed on the importance of the Twinning project implementation in Ukraine as well as expressed the readiness of Austria to implement launching projects in the area of recycling municipal waste.
Jean-François Moret presented the main comments and remarks to the quarterly report and expressed the readiness for supporting of project implementation.
Spanish Junior MS Leader Eva Fornes, Project Manager (FIIAPP) Lucia Gardeta Pallares, Leader of the EU-funded project “Support to Ukraine in approximation of the EU environmental acquis” Ralf Julikh as well as the representatives of the Minregion, the Ministry of Ecology and Natural Resources of Ukraine and other took part in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Deputy Head of the Projects Management Unit Inna Belobratova attended the event.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine.
In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institutional building instrument TAIEX and CIB programme implementation in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments and CIB programme the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
