Working Meeting of the Council of the Swiss-Ukrainian Project on implementation “Development of Citizenship Competences in Ukraine – DOCCU” for 2017-2018

On March 10, 2017 the meeting of the Swiss-Ukrainian project «Development of Citizenship Competences in Ukraine» were held at the premises of the National Agency of Ukraine on Civil Service.

The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko, Director of the Swiss Cooperation Office in Ukraine Holger Taushc, Vice-president of the National Academy of Public Administration under the President of Ukraine Maryna Bilinska, the first Vice-president of the National Academy of Pedagogical Sciences of Ukraine Volodymyr Luhovyi greeted all participants of the meeting with welcome speeches.

Kostiantyn Vashchenko stressed that development of civil competencies for civil servants and local government officials is an important prerequisite for successful implementation of reforms in Ukraine. Introduction of democratic values and principles acquire the special actuality within the implementation of the Law of Ukraine ”On Civil Service“.

   Holger Taushc admitted the DOCCU Project is very important for the supports civil service and education reform in Ukraine because it is aimed at the development of civil society through enhanced cooperation between the government, civil society and education.   Holger Taushc also represented the main project outcomes and introduced the Solution of the Swiss Cooperation Office in Ukraine on the extension DOCCU Project to 2018 and project expansion for another six regions of Ukraine.

Maryna Bilinska in her speech noted that the new vision of civil servants contributes to the changes in society as a whole.

Volodymyr Luhovyi admitted on democratic competences as the valuable category that is the result of the education. Therefore, it is a big challenge for DOCCU to form and develop civil competences for government officials.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets accented on the importance of the  component of DOCCU Project «Civil Servants». Center for Adaptation of the Civil Service to the Standards of the European Union will provide further coordination of the Project on behalf of National Agency of Ukraine on Civil Service as beneficiary.

Head of the Project in Ukraine Natalia Protasova summed up the first period results and outlined the prospects of the project implementation for 2017- 2018. More than 13,000 participants were trained within the implemented activities. The next step is going to be the implementation of project educational programs in "Public Management and Administration" Master’s education programs. During the second phase of the study over 25,000 educators from partner regions will benefit in the training courses. About 24 thousand civil servants and officials of local self-government authorities will increase the level of conversance through the modules on the development of civic competencies.

The members of the Project Council, the Head of the Department of spiritual development of the Department of education, science and spiritual development of the Presidential Administration of Ukraine Iryna Panteleichuk, chief consultant of the Secretariat of Parliament Committee of Ukraine on Science and Education Ievhen Krasniakov, representative of Ministry of  Education and Science of Ukraine, National Coordinator for education for democratic citizenship and human rights education of Council of Europe Raisa Ievtushenko actively participated in discussion on further project implementation in Ukraine.

 DOCCU Project experts, the representatives of the National Agency of Ukraine on Civil Service and Center for Adaptation of the Civil Service to the Standards of the European Union took part in the meeting.

For reference: the Swiss-Ukrainian Project of International Technical Assistance “Development of Citizenship Competences in Ukraine” (DOCCU) is implemented in Ukraine within the framework of the Swiss Cooperation Strategy for Ukraine for 2015-2018, in particular within the direction “Local Self-Government and Public Services”. The Swiss Confederation is the donor of the project, and the Zurich University of Teacher (Switzerland) is the main performer of the Project. The National Agency of Ukraine on Civil Service is the beneficiary of the Project. The main goal of the Project is the  support the sustainable development of civil society through sharing knowledge on education for democratic citizenship and human rights education in Ukraine.
