On March 23, 2017 at the premises of the National Agency of Ukraine on Civil Service with the support of the Delegation of the European Union to Ukraine a two-day TAIEX Expert Mission on Management of the System for Professional Training of Civil Servants started.
The purpose of the expert mission is to exchange best practices on professional training system management of civil servants and local self-government officials, that will contribute providing proposals for the amendments of the legislation regulating professional training system of civil servants in the context of civil service reform in Ukraine.
The Deputy Head of the National Agency of Ukraine on Civil Service Andrii Zabolotnyi expressed gratitude to the experts from Great Britain and partners from the Delegation of the European Union to Ukraine. In his speech he emphasized the relevance of the expert mission in the context of a new concept for reforming of the system for professional training of civil servants and local self-government officials.
European Commission experts on the issues of HR management – Mrs Anne-Marie Bull and Dr Ian Hesketh – acquainted the participants with the basic approaches to formation of a network of educational institutions that are in charge of providing training and professional development of civil servants, with aspects of service and continuous professional development. Issues of funding sources and mechanisms of professional training system of civil servants also were discussed.
Head of the Organization of Professional Training Department of the National Agency of Ukraine on Civil Service Oleksandr Hlazkov outlined the main directions of reforming the system of training, specialization and retraining of civil servants and local self-government officials.
Head of Finance and Accounting Department of the National Agency of Ukraine on Civil Service Tetiana Tokarchuk briefed the audience on the issues of funding sources and mechanisms of professional training system of civil servants in Ukraine.
Representatives of the ministries, higher educational establishments, postgraduate educational institutions and the Center for Adaptation of the Civil Service to the Standards of the European Union took part in TAIEX expert mission.
