On March 20, 2017 at the premises of the National Agency of Ukraine on Civil Service within the framework of the Swiss–Ukrainian Project “Development of Citizenship Competences in Ukraine” the training seminars for the representatives of higher education institutions, who are responsible for training masters under the specialty on Master’s Programme for the “Public Management and Administration”, was started.
Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets, Department Chair on Education Management of the National Academy for Public Administration under the President of Ukraine Nataliia Protasova and Head of the Swiss-Ukrainian Project “Development of Citizenship Competences in Ukraine” (DOCCU), Lecturer of the Unit of Education and Society of the Department of Professional Development of the Zurich University of Teacher Education Dr. Iris Henseler welcomed all participants of the meeting.
Maryna Kanavets in her speech focused on the relevance of the formation and development of citizenship competences of civil servants in the context of the EU–Ukraine Association Agreement. She also underlined the importance of further implementation of education for democratic citizenship and human rights education in the educational programmes for masters on specialty “Public Management and Administration”.
Nataliia Protasova presented to the participants the conception of the Project “Development of Citizenship Competences in Ukraine” (DOCCU) and 8-years’ experience of its implementation in Ukraine. She also pointed out that the training seminar programmes are developed taking into account the main provisions of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education in order to support civil service and education system reform in Ukraine.
Dr. Iris Henseler outlinedlong-standing cooperation within the framework of the Project and importance of the objectives, in particular the development of citizenship.
During the 3-day training Swiss and Ukrainian experts Dr. Iris Henseler, Liudmyla Parashchenko, Yuliia Molchanova will conduct trainings on education for democratic citizenship and management. Moreover practical experts of the Presidential Administration of Ukraine and theNational Academy for Public Administration under the President of Ukraine will present the experience of development of citizenship competences.

The Swiss–Ukrainian Project of International Technical Assistance “Development of Citizenship Competences in Ukraine” (DOCCU) is implemented in Ukraine within the framework of the Swiss Cooperation Strategy for Ukraine for 2015–2018, in particular within the direction “Local Self-Government and Public Services”. The Swiss Confederation is the donor of the Project, and the Zurich University of Teacher Education (Switzerland) is the main performer of the Project.
