On April 7, 2017 Ukrainian delegation within the framework of the working visit to Baku (Republic of Azerbaijan) attended the Conference dedicated to Ten Years Anniversary of the EU Twinning Instrument in Azerbaijan.
The event was organized by the Programme Administration Office in joint cooperation with the Ministry of Economy of the Republic of Azerbaijan in order to discuss the main outcomes of effective implementation of the EU institution building instruments in different countries as well as provide experience exchange and share best practices on realization of EU assistance programmes in ENI countries and Turkey.
Deputy Minister of Economy of the Republic of Azerbaijan Sahil Babayev in his opening speech welcomed the participants and presented the main outcomes of effective implementation of EU institution building instruments in the context of compliance with social and economic reforms. Furthermore, he outlined the importance of effective cooperation with EU Member States in the process of Twinning projects implementation in the security, statistics, energy, economy, maritime transport areas and other.
Head of the Delegation, Ambassador of the European Union to the Republic of Azerbaijan Malena Mard pointed out that organization of the conference is a platform for increasing cooperation and exchanging of experiences between the participants.
During the plenary part of the event on discussion of results of implementing institution building instruments in European Neighborhood Instrument countries (ENI) the participants exchanged experiences and best practices in public administration reform by the EU instruments implementation.
Director of Twinning Programme Administration Office in the Republic of Azerbaijan Ruslan Rustamli presented the results of Twinning and TAIEX instruments implementation during 10 years. In particular, he underlined that Twinning Work Plan consists of 45 projects, of which 26 projects are completed, 12 projects are in different stages of implementation and 7 projects are in different stages of preparation.
However the participants reviewed the EU instruments impact on the effectiveness of social and economic reforms.
Representatives of the European Commission, Delegation of the EU to the Republic of Azerbaijan, Embassies of the EU Member States in the Republic of Azerbaijan, Resident Twinning Advisors of acting projects in the Republic of Azerbaijan, representatives of government authorities of the Republic of Azerbaijan, international organizations as well as the representatives from Moldova, Georgia and Turkey took part in the conference.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union Deputy Head of the Projects Management Unit Inna Bielobratova and Senior Consultant on the Twinning Coordination Sector of the Projects Management Unit Yuliia Fedyna also attended the event.

Twinning – institution building instrument ― EU initiative is aimed at sharing experiences and providing assistance on governance and adaptation of the national legislation to the EU legislation.
Ukraine has been the first Eastern Partnership country that began implement European instrument of public administration system integration Twinning in 2006.
According to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX and CIB programme implementation in Ukraine.
