Seminar on EU-funded Programmes and Funding Mechanisms for the Civilian Security Sector

On 16-17 May, 2017 within the framework of the European Union Advisory Mission Project “Strengthening capacities of Ukrainian civilian security sector institutions in interaction with donors and donor coordination” the seminar on EU-funded Programmes and Funding Mechanisms for the Civilian Security Sector was conducted.

The seminar is envisaged by one of four modules of the training programme of the European Union Advisory Mission Project that is aimed at development of professional skills and abilities of representatives of the civilian security sector on project management skills, communication and soft skills, best practices of donor coordination and donor coordination meetings.

The First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Yuliia Lykhach presented the experience of implementation of institutional building instruments Twinning і ТАІЕХ and Ukraine, defined the main achievements of projects realization, as well as outlined core mechanisms and approaches to effective realization of the instruments above mentioned by government authorities that is to facilitate to approximation of the national legislation to the standards of the European Union.

Deputy Head of Projects Management Unit of the Center Inna Bielobratova carried out practical review of the procedure of involvement and realization of the EC assistance within the framework of institutional building instruments implementation through providing clarifications regarding principles of preparation and submission of Twinning concepts and ТАІЕХ application forms.

Representatives of the Ministry of Internal Affairs of Ukraine, National Police of Ukraine, Security Service of Ukraine, State Border Guard Service of Ukraine, National Anti-Corruption Bureau and State Fiscal Service of Ukraine took part in the event.

 

For reference: the European Union Advisory Mission (EUAM) Ukraine is a non-executive mission of the European Union that formally began operations from its headquarters in Kyiv on 1 December 2014, following the Maidan Revolution of 2013-2014 and an invitation issued by the Ukrainian government.

EUAM Ukraine aims to assist the Ukrainian authorities towards a sustainable reform of the civilian security sector through strategic advice and hands-on support for specific reform measures based on EU standards and international principles of good governance and human rights. The main goal is to achieve a civilian security sector that is efficient, accountable, and enjoys the trust of the public.

Priorities of the EUAM: support to Ukrainian authorities to achieve reform of the civilian security sector through strategic advice and hands-on support.

The mandate includes three areas of operations:

  • strategic advice on civilian security sector reform to develop civilian security sector strategies;
  • support to the implementation of reforms on hands-on advice, training, projects;
  • cooperation and coordination to ensure that reform efforts are coordinated with Ukrainian and international actors.

Among the priorities of the EUAM are the following: delineation of competencies, community policing, public order, criminal investigation, human resource management.
