Two-day-workshop “Professionalization of Service in Local Self-Government Authorities in the Context of Public Administration Reform and Decentralization of Power” has completed

On September 07 - 08, 2017 at the premises of the National Agency of Ukraine on Civil Service a two-day-workshop “Professionalization of Service in Local Self-Government Authorities in the Context of Public Administration Reform and Decentralization of Power” has conducted. The event is organized by the NAUCS and Center for Adaptation of the Civil Service to the Standards of the European Union within the framework of the Working Group (Panel) “Public Administration Reform”  of the Thematic Platform 1 “Democracy, Good Governance and Stability”  of the EU initiative “Eastern Partnership”, in particular within the Area 3 “Local / Regional Governance, Decentralization” where Czech Republic is a leading country.

Representatives of the Eastern Partnership; Association of Ukrainian Cities, Ukrainian Association of District and Regional Councils, All-Ukrainian Association of Village and Settlement Councils, united territorial communities and representatives of international organizations, especially Council of Europe Office in Ukraine participated the event.

Emphasis should be laid on the participation of representatives of EU member-states, representative of Ministry of the Interior of the Czech Republic Jakub Jaňura and Independent Expert on Local Self-Governance and Democracy Issues of Republic of Poland Bartłomiej Ostrowski who assist to develop an efficient platform for experience exchange on event.

During a plenary part of seminar the participants discussed a current state of professional development of public service and formulated the proposals for improving an efficiency of local self-government professionalization.

In particular, President of the National Academy for Public Administration under the President of Ukraine Vasyl Kuibida focused on the need to preserve the stimulating factors of professional development, such as preservation the place of work for the period of studying and also proposed to introduce a distance learning for local government officials.

Head of the Kharkiv Regional Council, President of the All-Ukrainian Association of Local Self-Government Authorities "Ukrainian Association of Regional and Regional Councils" Serhii Chernov proposed to establish a register of specialists (experts) who could be involved in the organization of professional training of local self-government officials and local councils members.

Deputy Head of National Agency of Ukraine on Civil Service Andrii Zabolotnyi submitted that implementation of the Law of Ukraine “On Civil Service in Local Self-Government” provide the forming of effective professional development system of local self-government officials.

Deputy Head of the Council of Europe Office in Ukraine, Olena Lytvynenko admitted progress in the process of decentralization and proposed to organize advanced training based on the general needs of local self-government authorities  and Executive Director of the Association of Ukrainian Cities Oleksandr Slobozhan  presented the experience of the Association of Ukrainian Cities with the NAUCS during the development of a new draft Law "On Service in Local Self-Government Authorities".

During working in sections, the participants of workshop exchanged views and worked out proposals for approaches to building an effective system of professional development and further steps on legislative provision of service professionalism in local self-government authorities.

Within the framework of the seminar, representatives of the Eastern Partnership countries and representatives of local self-government authorities visited the Center for the provision of administrative services to the executive authority of the Kyiv City Council, where they had an opportunity to get familiar with the practice of providing administrative services.

As a result of the event, the participants received certificates.
