On October 20, 2017 the International Workshop “Certification of civil servants: problems and prospects” was held in the Republic of Azerbaijan.
The event was organized by the State Examination Center of the Republic of Azerbaijan in joint cooperation with the Delegation of the European Union to Azerbaijan within the framework of the Panel on Public Administration Reform under the Multilateral Platform No 1 “Democracy, Good Governance and Stability” of the EU initiative “Eastern Partnership”.
The workshop aimed at discussing the main reforms in the field of public administration, experience exchange on introducing innovations in the civil service system. In addition, during the seminar, the participants were introduced new approaches to the selection of personnel for the civil service and the procedure for certification of civil servants in the Republic of Azerbaijan. The Ambassador, Head of the EU Delegation to Azerbaijan Kęstutis Jankauskas in his opening speech welcomed participants and admitted an importance of conducting such workshops for ensuring to effectively exchange experience in order to further its implementation in the public administration system in the countries participating in the event.
Deputy Chairman of the State Examination Center Board of Directors Bahram Khalilov presented the main outcomes of civil service reform in the Republic of Azerbaijan, activity of State Examination Center, in particular cooperation with Republic of Lithuania within the framework of the Twinning project.
During the event, peculiarities of recruitment of civil servants in the EU initiative "Eastern Partnership" countries were discussed, as well as the main institutions regulating the certification of persons applying for civil service positions were presented.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the event were attended by the Head of the Expert-Analytical Department Ivan Roshchyn and Head of the Department of Resource Management, Activities and Development Oksana Butenko, who shared experience on recruitment staff to civil service positions in Ukraine.

since 2011 Ukraine with the direct participation of National Agency of Ukraine on Civil Service (NAUCS), actively participates in activity of the Working Group on Public Administration Reform and regularly attends the Working Group meetings and events organized by the Eastern Partnership countries. Such cooperation contributes NAUCS to complete its challenges in particular, to ensure the formation and implementation of a single state policy in the field of civil service, including the implementation of functional management of the civil service, the development of activities to improve the efficiency of the civil service, etc.
