On June 4, 2018, at the premises of the Delegation of the European Union to Ukraine a video conference with representatives of the European Commission was conducted by the Irish consulting organization GDSI. The purpose of the evaluation is to provide the EU and the wider public with an overall independent assessment and evidence on the contribution of the Twinning instrument in the period 2010-2017 to support candidate and potential candidate beneficiaries and neighbourhood countries in meeting their respective commitments in the framework of their relationships with the European Union (EU).

In order to carry out an effective evaluation were set three main objectives:

1) to assess the relevance, conditions of implementation and performance of the Twinning instrument, particularly its efficiency, effectiveness, sustainability and added value;

2) to provide to the Commission and to EU Member States lessons learned and recommendations to improve current support;

3) to assess the coherence/complementarity of Twinning with what other EU-funded institutional building tools do.

The event was held with the participation of the Delegation of the European Union and the representatives of the Twinning Programme Administration Office in Egypt and Turkey. On behalf of Ukraine the Center for Adaptation of the Civil Service to the Standards of the European Union and Cooperation Assistant of Delegation of the European Union to Ukraine Victoria BRICH attended the event.

Twinning is a form of direct technical co-operation between public administrations and mandated bodies of EU Member States and government authorities of Ukraine that transfers know-how and best practices between public administrations of EU Member States and their Ukrainian counterparts.

According to Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 National Agency of Ukraine on Civil Service coordinates the implementation of Twinning institutional building instrument of European Union in Ukraine. In addition, National Agency of Ukraine on Civil Service is the coordinator of the TAIEX institutional building instrument in accordance with the relevant regulations. In order to proper coordination of Twinning and TAIEX instruments Twinning Programme Administration Office was established by the Center for Adaptation of the Civil Service to the Standards of the European Union.
