On February 5, 2019 at the National Agency of Ukraine on Civil Service (NAUCS) the Contract signing ceremony with the winner of tender on the acquisition and implementation of the Human Resources Management Information System (HRMIS) took place.
Head of NAUCS Kostiantyn VASHCHENKO in his opening speech admitted that NAUCS jointly with the Secretariat of the Cabinet of Ministers of Ukraine, other executive authorities and experts have undertaken preparatory work with a view to implementing the HRMIS in government bodies and expressed appreciation for the support and encouragement of the European Commission, Delegation of the European Union to Ukraine and International Bank for Reconstruction and Development (World Bank).
The project implementation would enable the introduction of the Human Resources Management Information System (HRMIS) in government bodies, one of the tools for information society development, contributing to the creation of favourable conditions for open, transparent and efficient public administration with the use of advanced information and communications technologies in order to form a new type of state where the policy is aimed at satisfying the needs of citizens.
For his part, Stefan SCHLEUNING, Head of Cooperation of the Delegation of the European Union to Ukraine, emphasized that implementation of the Human Resources Management Information System (HRMIS) is a significant element in reforming public administration. In this regard, implementation of this project should take into account the most powerful and effective practices in the world on the use of information system with modern information and communication technologies, particulary experience from the EU Member States such as Estonia and Lithuania.
Furthermore, Stefan SCHLEUNING stressed the support and assistance of the Delegation of the European Union to Ukraine in further implementing the project and emphasized that selection process of software provider complied with the World Bank requirements.
At the same time, Director of the “IQusion IT” Ltd., Authorized Representative of the Joint Venture “IQusion IT” Ltd., Softline IT” Ltd. and Softengi Holding Limited Valerii KOROBOV directed the attendees’ attention to the fact that the company is very proud for winning the tender of the HRMIS software provider and assured the attendees of readiness of company for an effective and qualitative implementation of the project.
Representatives of the NAUCS, Cabinet of Ministers of Ukraine, Delegation of the European Union to Ukraine, International Bank for Reconstruction and Development (World Bank), members of the Supervisory Board for monitoring and control of the state of implementation of the Human Resources Management Information System in government authorities, representatives of the tender winner– the software provider took part in the ceremony.

The implementation of the Human Resources Management Information System (HRMIS) in government authorities is carried out in accordance with the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Concept for Implementation of the Human Resources Management Information System in the Government Authorities and the Action Plan for its Implementation” approved by the of December 01, 2017 No. 844-r. and in pursuance of part A “Strengthening Human Resources Management of Civil Services System” of the Strengthening Public Resource Management Project of the Grant of the International Bank for Reconstruction and Development No. TF0A5324 as of 30 June, 2017, funded by grant funds provided by the European Commission on behalf of the European Union within the framework of the EU Programme for the Reform of Public Administration and Finances (EURoPAF) (TF072780).
