On October 9, 2019 at the premises of the State Service of Ukraine for Food Safety and Consumer Protection the ninth Steering Committee Meeting and Closing Conference of the Twinning project «Approximation of Ukrainian legislation with the EU in the field of plant protection products and plant health and strengthening associated inspection and laboratory services» was held.
The project was implemented jointly with the Latvian Plant Protection Service, the Federal Ministry of Food and Agriculture of Germany, the Julius Kühn Institute (Germany) and the Lithuanian State Plant Service under the Ministry of Agriculture.
The objective of the project is to establish legislative and management frameworks to ensure proper use of plant protection products, improve accompanying inspections, and laboratory systems in line with EU requirements.
Welcoming speech to the participants was delivered by the Head of the State Service of Ukraine for Food Safety and Consumer Protection Volodymyr Lapa, as well as the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to Ukraine Yuris Poikans and Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to Ukraine Marius Yanuconis.
Resident Twinning Advisor Rayvis Grossbardis presented the ninth quarterly report and overall results of the project. It should also be noted that work on the Draft Law “On Plant Protection and Quarantine”, as well as the procedure for controlling plant protection products from imported active substances, has been continued. In addition, recommendations were developed to implement a system of certification and pre-export certification of plants in Ukraine. During the reporting period, the project continued to cover its activities on the official Facebook page of the project. The minutes of the ninth meeting were approved as a result of the meeting.
Representatives of the EU Delegation to Ukraine, the Embassy of Latvia in Ukraine, the Embassy of Lithuania in Ukraine, the German Embassy in Ukraine, the Ministry of Agriculture of the Republic of Latvia, the Julius Kühn Institute, State Service of Ukraine for Food Safety and Consumer Protection and the Ministry of Agrarian Policy of Ukraine participated in the event. On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the Division of SIGMA and CIB projects of the Projects Management Unit Juliia Yerchenko attended the event.
For reference: according to Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 (in edition of the Resolution of the Cabinet of Ministers of Ukraine as of 22 August, 2018, No 663) the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
