On December 6, 2019 at the National Agency of Ukraine on Civil Service (NACS) the Coordination Group Meeting on Twinning and TAIEX Instruments Implementation in Ukraine was held.
In welcoming speech the First Deputy Head of the NACS Volodymyr Kuprii underlined that the implementation of the institutional building instruments Twinning and TAIEX in Ukraine is a key to the effective implementation of strategic reforms and adaptation of Ukrainian legislation to European norms and standards.
Head of Cooperation of the Delegation of the European Union to Ukraine Stefan Schleuning stressed that in order to make effective use of Twinning and TAIEX, it is necessary to formulate a single strategic vision for the functioning of institutional development instruments.
In addition, Senior Consultant of the Twinning Coordination Division Mariana Postolovska presented the Twinning Work Plan, that include 69 Twinning Projects (53 – completed, 3 – on the stage of implementation, 13 – on the stage of the development of the Twinning Fiche and 1 – of the stage of call for proposals). As well as Head of the TAIEX Coordination Division Anastasiia Pidhorna outlined the results of the European Commission's Technical Assistance in the framework of TAIEX for 2020.
Representatives of the Twinning Programme Administration Office and EU Delegation to Ukraine presented the main results of the Twinning project proposals received from the government authorities in the framework of Annual Programming Procedure, as well as the draft Plan of Involvement of the European Commission's Technical Assistance in the framework of TAIEX (hereinafter " Plan of Involvement") developed on the basis of proposals provided by government authorities.
At the framework of the meeting it also presented new opportunities for cooperation within the TAIEX instrument in the form of job shadowing (internships) for civil servants in EU institutions.
Representatives of the National Agency of Ukraine on Civil Service, Center for Adaptation of the Civil Service to the Standards of the European Union, Secretariat of the Cabinet of Ministers of Ukraine, Ministry for Development of Economy, Trade and Agriculture of Ukraine, Ministry of Foreign Affairs of Ukraine and EU Delegation to Ukraine took part in the Coordination Group Meeting.

According to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiating, Preparation and Implementation of Twinning” as of October 11, 2017 No 700 (in edition of the Resolution of the Cabinet of Ministers of Ukraine on August 22, 2018 No 663) the NAUCS coordinates implementation of the EU institutional building instrument Twinning in Ukraine. Moreover, according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of the Preparation, Approbation and Implementation of the Plan of Involvement of the European Commission`s External Assistance within the framework of TAIEX” as of January 13, 2016 No 32 the NAUCS is a national coordinator of institutional building instrument TAIEX implementation.
