On February 20, 2020 at the premises of the State Enterprise called “Ukrainian Scientific, Research and Training Centre on Standardization, Certification and Quality” (as the Ukrainian National Standards Body) the sixth Steering Committee Meeting of the Twinning project «Strengthening the Capacity of the Ukrainian National Standardization Body» was held.
The project is implemented jointly with the German, Austrian, Romanian and Spanish Standards Bodies.
The objective of the project is to improve Ukraine’s business climate, competitiveness, innovation and integration into the EU’s internal market by improving its national quality infrastructure.
Identification of legal obstacles to modern standardisation activities and development of proposals for intervention, clarification of the scope of NSB activities (such as the certification, conformity assessment, training and consulting); alignment of its structure and internal working procedures with the NSBs of EU Member States; elaboration of a development strategy as well as simplification, automation and harmonizationwith EU practices are the main goals of the project.
Resident Twinning Advisor Thomas FACKLAM presented the Fifth Quarterly Report and joint with other participants set goals for the next quarter.
The participants of the meeting were informed that during the reporting period the experts carried out a thorough analysis of the primary and secondary legislation for compliance with EU law. In addition, work on the drafting of the new organizational structure and job descriptions of the body's staff continued as well as an analysis of the structure of technical committees and their processes and procedures were reviewed.
Work is still underway to refine the manual on the methodology for including references to standards for use by regulators, and to translate international ISO and IEC standards into priority sectors.
Experts of the Federal Republic of Germany, Austria, Romania and the Kingdom of Spain, representatives of the EU Delegation to Ukraine and the Ministry for Economic Development, Trade and Agriculture of Ukraine participated in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the Division of International Cooperation Projects of the Projects Management Unit Anatolii SOPILKA attended the event.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established; its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
