The online meeting with the representatives of the Support for Improvement in Governance and Management Programme (SIGMA Programme) on the consequences of COVID-19 crisis on the Human Resource Management (HRM) area was held

On May 19, 2020, the meeting with the representatives of the SIGMA programme on the consequences of COVID-19 crisis for the Human Resource Management Information System (HRMIS) was held in a video conference format.

The Head of the SIGMA Programme Gregor VIRANT welcomed the participants of the meeting and stressed on the importance of exchanging experience on the teleworking and human resource decision-making during the quarantine measures.

Representatives of the Eastern Partnership countries presented their experience in the effective functioning of the government authorities, outlined new opportunities for human resource management and professional development of civil servants, which helped them to adapt to professional duties during the quarantine crisis (teleworking, flexible working conditions, improving human resource management processes, etc.).

Acting Head of the National Agency of Ukraine on Civil Service Volodymyr KUPRII noted in his speech that for the first time in Ukraine conditions for teleworking of civil servants were established in order to ensure the effective functioning of the government authorities during the quarantine period. He also added that modern digital technologies are used for uninterrupted work and functions of government authorities: online meetings, electronic document management systems, chatbots, electronic mail services, etc.

In addition, the SIGMA Programme representative Xavier SISTERNAS presented the Guidelines for preparing post-confinement roadmaps, which were designed to support government authorities for the return to on-site work and the reopening after Coronavirus (COVID-19) crisis.
