On November 19, 2020, the National Agency of Ukraine on Civil Service jointly with the Center for Adaptation of the Civil Service to the Standards of the European Union and the Ukrainian School of Governance with the support and assistance of the UN Women project “Gender Equality at the Center of Reforms, Peace and Security” started a short-term training programme “Gender Approach in Human Resource Management in the Civil Service”. Training is held for representatives of higher education institutions of Ukraine.
Nataliia Aliushyna, Head of NAUCS, welcomed the participants, expressing her views on the relevance and urgency of integrating gender-sensitive initiatives into a multi-component human resource management system and thanked the UN Women`s project “Gender Equality at the Center for Reform, Peace and Security” for its expertise and conducting appropriate training on these issues.
Nataliia Aliushyna said in particular that the purpose of the training is to form participants' knowledge of the basics of gender policy, areas of state gender policy in Ukraine, as well as gaining practical skills on integrating human rights, non-discrimination and gender equality in human resources management.
The program will also focus on:
- Ukrainian legislation and international obligations of Ukraine in the field of gender equality;
- state institutional mechanism for ensuring gender equality;
- major gender imbalances that characterize women and men employment opportunities (income generation, career growth and access to decision-making, including in the civil service system).
Participants will be able to:
- to master practical skills in identifying manifestations of gender discrimination and measures to respond to such facts in order to minimize and eliminate them.
- gain practical skills in promoting gender balance in the civil service (eg gender-balanced vacancies, women's mentoring programs, etc.).
- to practice the skills of gender analysis and the use of gender-differentiated statistics in professional activities.
Currently, 20 educators from 9 higher education institutions of Ukraine have participated in the increase of professional competence under the abovementioned program. In particular, they are representatives of the National Academy of Public Administration under the President of Ukraine, National Technical University of Ukraine“Igor Sikorsky Kyiv Polytechnic Institute”, Kherson National Technical University, Donetsk National Technical University, Simon Kuznets Kharkiv National University of Economics, Pereyaslav-Khmelnitsky Hrihoriy Skovoroda State Pedagogical University and others.
