Minister for Foreign Affairs of Ukraine Andrii Sybiha signed the Agreement in the form of an exchange of notes between the Government of Ukraine and the Government of Japan on the provision of a grant to the Government of Ukraine for the implementation of the human resource development scholarship project.
Under the Agreement, the Government of Japan will provide the Government of Ukraine with a grant of up to JPY 81 million. This support will enable young, highly qualified Ukrainian civil servants to study at Japanese universities under the JDS project.
The participants who will begin their studies in 2027 will acquire expert knowledge, research experience, and insights into modern approaches to public administration. Upon returning to Ukraine, they will be able to apply these competencies to develop and implement solutions essential for Ukraine’s recovery, development, and modernization.
JDS is an investment in people, professional civil service, and the future resilience and capacity of Ukrainian institutions.
The signing of the Agreement marks an important stage in further strengthening Ukraine–Japan cooperation in human capital development and in supporting the institutional capacity of Ukraine.
