On October 29, 2025, the first Steering Committee Meeting of the Twinning project “Support the Establishment of the State Control Authority for Medicines and Medical Devices” was held in a hybrid format.
The project is implemented in cooperation with the Ministry of Health of Ukraine and partners from the Republic of Lithuania (Leader Country), the Federal Republic of Germany, and the Republic of Poland (Junior Countries), with the support of the European Union.
At the opening of the meeting, representatives of all consortium countries welcomed their Ukrainian colleagues and underlined the importance of the project for strengthening the system of state control over medical products in Ukraine.
During the meeting, participants discussed the key components of the project, expected outcomes, and approaches to organising the implementation process. The initiative aims to create a modern, transparent, and efficient state control authority while strengthening the overall institutional capacity of Ukraine’s healthcare system.
Despite the challenges of wartime, the Twinning instrument continues to operate, albeit in a slightly different format. Most projects are currently being implemented online or in a hybrid mode. At the same time, the Ministry of Health of Ukraine proposed a practical solution — to establish a temporary Twinning Hub, a place where the team can meet in person once a month to review progress, plan upcoming activities, and maintain live communication with EU partners. This approach helps sustain effective cooperation and team spirit even under difficult circumstances.
The implementation of this project marks another important step towards Ukraine’s European integration. It will contribute to the harmonisation of national legislation with EU standards, the development of a transparent system of state control, and the introduction of modern European standards of quality and safety for medical products.
The event was attended by Maryna Kanavets, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union and Marta Mohilevska, Head of the Twinning Coordination Sector of the Twinning Support Unit of the Twinning Administrative Office.
For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
