The Cabinet of Ministers of Ukraine has approved the draft Agreement between the Government of Ukraine and the Government of Japan on the provision of a grant for the implementation of the Project for Human Resource Development Scholarship – JDS.
This decision is an important step in continuing Ukraine–Japan cooperation in the field of professional development of civil servants and strengthening the institutional capacity of public authorities.
Under the Agreement, the Government of Japan will provide the Government of Ukraine with a grant of up to JPY 81 million. The JDS project will enable young, highly qualified Ukrainian civil servants to pursue studies at Japanese universities.
The participants who will start their studies in 2027 will gain expert knowledge, research experience, and access to modern public management practices. Upon their return to Ukraine, they will be able to apply their new competencies to developing and implementing solutions important for the country’s social and economic development.
The National Agency of Ukraine on Civil Service has been designated as the authority responsible for the implementation of the Agreement.
JDS is not only an educational opportunity. It is an investment in people, professional public service, and the future capacity of Ukrainian institutions.
