The Center for Evaluating Applicants for Public Service Positions hosted a training event and expert discussion titled “The Role of Ex-Post Evaluation in the Public Policy Cycle”, organized within the project “Empirical Ex-Post Evaluation and Capacity Building for the Public Administration Reform Strategy of Ukraine” with the participation of the SIGMA Programme.
The event was organized by the PROVIDUS Center for Public Policy (Latvia) and the “Professional Government” Association / NGO “Professional Government” (PGA). The project is being implemented with financial support from the Latvian Ministry of Foreign Affairs and with expert support from the SIGMA Programme.
Welcoming remarks were delivered to the participants by Oleh Voitovych, Acting Head of the NAUCS, and Sanda Liepiņa, Director of the Centre for Public Policy PROVIDUS. They emphasized the importance of introducing a culture of public policy evaluation as a component of modern public governance and the effective implementation of public administration reform.
The event was moderated by Maryna Kanavets, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union. During the first session, the participants were familiarized with European approaches to ex-post evaluation.
Martins Krievins, Senior Policy Adviser and Country Co-ordinator for Ukraine of the SIGMA Programme (OECD), presented a vision of the role of evaluation through the lens of the SIGMA Principles of Public Administration.
Ljiljana Uzelac, SIGMA Programme External Expert (Serbia), shared her practical experience in conducting the mid-term and final evaluations of the Public Administration Reform Strategy of Serbia, presenting the applied methodology, key stages of work, and the results obtained.
The practical part of the event was dedicated to identifying the key questions to be answered by the planned ex-post evaluation of the Public Administration Reform Strategy of Ukraine for 2022-2025. The participants jointly discussed the main challenges, gaps, and expected results of the evaluation.
A separate session on managing project expectations and goals was conducted by Ivo Rollis, Public Administration Consultant, Board Member, and Associate Researcher at the PROVIDUS think tank.
The ex-post evaluation, which will last from July to October 2026, aims not only to assess the results of the implementation of the Public Administration Reform Strategy but also to shape a practical approach to conducting similar evaluations of other strategic documents in the field of public policy.
