On September 21-22, 2017 in Odessa the ІХ annual Richelieu academic readings: “Professional Development and Training of Civil Servants and Local Self-Government Officials: Challenges, Objectives, Perspectives” was conducted.
The event was organized by the National Agency of Ukraine on Civil Service, the National Academy for Public Administration under the President of Ukraine and the Center for Adaptation of the Civil Service to the Standards of the European Union together with the Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine, Odessa Regional State Administration, Odessa Regional Council, Odessa City Council with the participation and support of the Representation Office of Hanns Seidel Foundation in Ukraine, Swiss-Ukrainian Project “Development of Citizenship Competences in Ukraine – DOCCU” and the Centre for Integrity in the Defence Sector within the framework of the Working Group (Panel) “Public Administration Reform” of the Thematic Platform “Democracy, Good Governance and Stability” of the EU initiative “Eastern Partnership”.
The goal of the event was the discussion of current issues and practices of reforming and modernization of the system of professional development and training of civil servants and local self-government officials in the EU Member States and Eastern Partnership countries in accordance with the recent requirements for public administration and civil service.
The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko in his opening speech underlined that building an effective state which would meet European standards is impossible without building a transparent and efficient public administration system as well as a professional, productive and politically neutral civil service.
Chief of the Head Department for Foreign Policy and European Integration of the Presidential Administration of Ukraine Ihor Zhovkva and Deputy State Secretary of the Cabinet of Ministers of Ukraine Volodymyr Fedorchuk have read the greetings letters to the participants of the event from the President of Ukraine and the Prime Minister of Ukraine.
Head of the Odessa Regional State Administration Maksym Stepanov, Vice President of the National Academy for Public Administration under the President of Ukraine Maryna Bilynska, People's Deputy of Ukraine of the 3rd, 6th and 7th convocation Serhii Grynevetskyi, Head of the Odessa Regional Institute for Public Administration of the NAPA under the President of Ukraine Mykola Izha in their speeches emphasized the need to increase the level of professional competence of civil servants, local self-government officials and deputies of local councils in the framework of public administration and civil service reform, decentralization of power and local self-governance.
During the ІХ annual Richelieu academic readings in framework of Plenary sessions and work in groups best practices and key tendencies for creation, improvement and functioning of the system of professional development and training of civil servants, local self-government officials and deputies of local councils, actual issues of training for Master's degree in Public Administration and Management of the subject area “Public Administration and Management” in the Eastern Partnership countries were presented to the participants.
The draft Concept for reforming the system of professional training of civil servants, local self-government officials and deputies of local councils, as well as will be developed practical recommendations on improving the legal and organizational framework of this system were considered.
During the event the participants discussed the issue of the introduction of new approaches and technologies in all processes of human resources management on the civil service, the role of personnel management services of government authorities in planning and organization of professional training and development of civil servants and will develop practical recommendations for the introduction of new approaches for democratic citizenship and human rights education and development of civil competencies of civil servants, local self-government officials and deputies of local councils in the context of the reforming of public administration and civil service, decentralization of power and development of local self-governance.
The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets, Vice President of the National Academy for Public Administration under the President of Ukraine Maryna Bilynska and Head of the Odessa Regional Institute for Public Administration of the NAPA under the President of Ukraine Mykola Izha delivered closing remarks and drew the attention that ІХ annual Richelieu academic readings is a base for defining the ways of reforming and developing the system of public administration and civil service in accordance with EU standards, professionalization of civil servants and local self-government officials.
Representatives of central government authorities and higher educational institutions of Eastern Partnership countries, representatives of the EU Member States and international organizations, officials of the Presidential Administration of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, heads of human resources management services in the ministries, other central executive authorities, representatives of higher educational institutions that provide professional training for Master's degree in ”Public Administration and Management”, representatives of centers for retraining and advanced training for representatives of government authorities, local self-government authorities, state enterprises, institutions and organizations, civil society institutes, Ukrainian and international experts took part in the event.
The draft Resolution of the participants of the ІХ annual Richelieu academic readings: “Professional Development and Training of Civil Servants and Local Self-Government Officials: Challenges, Objectives, Perspectives”, which took place on September 21-22, 2017 in Odesa, was prepared.
