On December 3, 2010 in the premises of President Hotel the conference “Comprehensive Institutional Building Programme: its place and role in the reform process in Ukraine” took place. The event was organized by Civil expert council under the Ukrainian Part of EU-Ukraine Cooperation Committee under the support of Embassy of the Republic of Poland in Ukraine and Main Department of the Civil Service of Ukraine.

Ukrainian delegation consisting of Deputy Head of Main Department of the Civil Service of Ukraine Andriy Vyshnevsky, Director for Bureau for European Integration of the Secretariat of Cabinet of Ministers of Ukraine Evgen Perelygin, Director of the Department of International Technical Assistance and cooperation with international financial organizations of the Ministry of Economy of Ukraine Olena Kucherenko and Deputy Head of Unit for Constitutional, Civil and Economic Legislation of the Legal Department of the Secretariat of Cabinet of Ministers of Ukraine Larysa

Deputy Head of Main Department of the Civil Service of Ukraine Andriy Vyshnevsky takes part in the 1^st ENPI SIGMA Networking Seminar which is held in Paris on 29-30 November 2010.

The objectives of the event are introduction of SIGMA Programme and its procedures in the assessment of public governance as well as discussion of main issues of public governance reform.

 During the plenary sessions of the second day of the seminar connection of public administration reform process with the European integration process to be discussed, as well as problems of sustainability of reforms, development of strategy of their implementation and financial management aspects. Presentations of SIGMA experts Edward Donelan, Paco Cardona and Head of SIGMA Programme Bob Bonwitt  are scheduled.

On 29 November, 2010 meeting between representatives of the Center for Adaptation of the Civil Service the Standards of the European Union and the State Treasury of Ukraine concerning possibility of initiating a Twinning project took place.

Deputy Head of Main Department of the Civil Service of Ukraine Andriy Vyshnevsky takes part in the 1st ENPI SIGMA Networking Seminar which is held in Paris on 29-30 November 2010.

The purposes of the network seminar are: introduction of Sigma and its complementarity to other institution building instruments; discussion of main issues of public governance reform; encouraging exchange of experience amongst the community of invitees.

The seminar participants are actual and potential SIGMA beneficiaries in the ENP countries together with Programme Administration Offices and European Commission.

On November 26, 2010 at the Twinning Programme Administration Office work meeting with representatives of ADETEF in Ukraine was held.

The assignment of Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Nataliya Kyrychenko to Estonia is going on.

The 2nd day of seminar on administrative reform in the Eastern Partnership countries "Effective policy coordination as key to successful of the ENP Action Plan implementation (Tallinn, Estonia) is in progress.

On December 16, 2010 the 2^nd Steering Committee meeting of the Twinning project "Supporting the Ministry of Finance of Ukraine in the fields of Public Debt Management and Budgetary Forecasting" was held in the premises of the Ministry of Finance of Ukraine.

In the course of the Steering Committee key issues and results of the project during the second quarter, covering the period from 1 September to 30 November this year, were discussed. It was also agreed on the project plan in the next quarter and other current issues.

On December 14, 2010 the information section on Twinning Fiche "Support to Civil Service Development in Ukraine" was held.

The aim of the information section was to inform interested EU Member States on the situation of the development of civil service in Ukraine and the problems which will be solved through the implementation of the Twinning project "Support to Civil Service Development in Ukraine". Also it was held for providing the high quality of EU Member States proposals.
